Itchy eyes, partial congestion in the white of the eye after vigorous rubbing, and possibly conjunctival edema, are due to allergic conjunctivitis, which is caused by allergies. This is a relatively normal phenomenon and does not bring too bad consequences. If the eye itch is caused by allergy, you need to use anti-allergy medication, such as Olopatadine or Flomilon drops, for local anti-allergy treatment.
