In 1076, that is, the ninth year of Xining of Emperor Shenzong of Song Dynasty, the government of Song Dynasty opened a government-run medicine bureau in Bianliang, Kyoto, called “Tai Medical Bureau of Cooked Medicines”, also known as “Medicine Selling Bureau”, which was an initiative under the circumstances of Wang Anshi’s change of law. Under the circumstance of Wang Anshi’s change of law, in response to the situation that some people were making and selling fake medicines, the state implemented a monopoly on the purchase and sale of medicine, and did not allow individuals or other departments to make and sell medicines privately. At that time, the price of medicine was also treated differently: for the poor “special hardship” people, medicine was delivered free of charge; for the poor in general, medicine was sold at a low price; and for the rich, medicine was sold at the normal price, reflecting the government’s policy of providing assistance to the poor and ensuring the quality of medicine. In 1130, the Southern Song government rebuilt the medicine bureau in Lin’an, which was later renamed as “Taiping Huimin Bureau”. In 1078, these government-run pharmacy bureaus compiled the prescriptions of their pharmacy bureaus into a book in order to unify the quality standards of pharmaceuticals, which was later added, deleted and supplemented to become the “Taiping Huimin and Pharmaceutical Bureau Formula” we see now. This book divides the prescriptions into 14 departments with more than 700 prescriptions, such as wind, typhoid, all gas, phlegm and drinks, all deficiencies, chronic cold, accumulated fever, diarrhea and dysentery, eye and eye diseases, throat and mouth, miscellaneous diseases, sores and swellings, injuries and fractures, women’s diseases and children’s diseases, most of which are commonly used by folk and have obvious effects, such as Zhibao Dan, Niuhuang Qingxin Wan, Suhe Xiang Wan, Zixue Dan, Siwu Tang, Yi Yao San, Huo Xiang Zhengzhiang, and so on, The prescriptions that are still in common use today, such as Zhi Bao Dan, Niu Huang Qing Xin Wan, Su He Xiang Wan, Zi Xue Dan, Si Wu Tang, Yi Yao San and Huo Xiang Zheng Qi San, are all from this book.
