Normal urethral development consists of a depressed, ventral fusion of the urethral plate originating from the endoderm, from proximal to distal, and the formation of the coiled tube. The endoderm forms the urethra, the mesoderm forms the corpus spongiosum, and the ectoderm forms the skin. The urethral plate is depressed to form the urethral groove. Penile head, epithelial tag, urethral plate, urethral sulcus, urethral fold, and perineal suture. Hypospadias is essentially a series of clinicopathologic changes caused by stagnant urethral development.
