I. What is Operation Rebirth (project introduction)
“Operation Rebirth – National Cleft Lip and Palate Surgery Rehabilitation Program for Children from Poor Families” is a large-scale public welfare program implemented by the Ministry of Civil Affairs of the People’s Republic of China and the Li Ka Shing Foundation nationwide. At present, some poor families in China cannot afford to pay for the surgery of their children with cleft lip and palate and miss the best time for treatment, resulting in patients suffering from long-term deformities and pain. This project subsidizes the full cost of medical examination, surgery and rehabilitation for minors with cleft lip and palate and related deformities aged 0 to 18 years old from poor families nationwide, and subsidizes the transportation cost of food and lodging for them and one accompanying person, with a total funding of 100 million RMB. In order to ensure the quality of surgery and rehabilitation of children with cleft lip and palate, 33 medical institutions are selected nationwide to provide surgical treatment and rehabilitation guidance for children with cleft lip and palate from poor families. Through the implementation of this project, the above-mentioned people will be relieved of the disease, grow up healthily, regain their dignity and gain a new life. Through open, scientific, standardized and efficient operation and management, the project will establish a comprehensive medical aid model integrating high-quality medical effects, language training and rehabilitation guidance, prevention education and volunteer participation, and gradually become a relief program for all poor cleft lip and palate patients in need of assistance to relieve their illnesses and regain their lives.
2 Target of funding
Minors with cleft lip and palate and related deformities caused by cleft lip and palate from poor families nationwide, aged 0 to 18 years old (adults from poor families who are eligible for assistance can also be considered as appropriate). Poor families refer to: (i) urban and rural families with minimum living standards; (ii) other poor families identified by local civil affairs departments.
2 Scope of financial assistance
Surgical treatment.
The scope of this project is to subsidize the surgery of cleft lip and palate and the repair of nasopharyngeal deformity caused by cleft lip and palate, as well as the second-stage repair surgery for patients of “Operation Rebirth”.
Patients with cleft lip and palate are eligible to apply twice for Operation Rebirth (i.e. one cleft lip repair and one cleft palate repair).
For cleft lip and palate deformities occurring in the same patient, in principle, patients over 3 years of age should have their cleft lip and palate repaired at the same time.
Patients under 3 years of age can be repaired in stages; for patients who are over 3 years of age, but whose basic physiological indicators such as hemoglobin and weight are still significantly lower than those of normal children of the same age, it is also recommended to perform surgical repair in stages.
Rehabilitation guidance.
The program provides post-operative speech training guidance for patients with cleft palate who have undergone successful surgery or their guardians, and issues free supplementary teaching materials (training manuals) that patients and their guardians can bring home to practice on their own. Voice rehabilitation training is only for in-hospital instruction for patients funded by the program and does not become a separate funded program.
Financial support.
Operation Rebirth” is responsible for paying the full amount of the expenses for the relevant examinations, surgical treatment and rehabilitation guidance of the subsidized patients in the medical units of the project, and subsidizing the food, accommodation and transportation expenses of the subsidized patients and one accompanying person.

1. Poor families voluntarily apply to the county-level civil affairs departments, fill out the application form for approval of funding
2. Provincial civil affairs departments will review and summarize the applications and submit them to the “Operation Rebirth” project office for approval on a monthly basis.
3. Provincial civil affairs departments, according to the approval of the “Operation Rebirth” project office, consult with the project’s medical unit to determine the operation batches.
4. County-level civil affairs departments organize surgeries for the funded patients according to the batches of surgeries.
5. After the surgery is completed, the project medical unit will fill out the surgery rehabilitation declaration form and submit it to the “Operation Rebirth” project office through the provincial civil affairs department.

The status of our department.
On November 18, 2008, the launching ceremony of the “Operation Rebirth – National Cleft Lip and Palate Surgery Rehabilitation Program for Children from Poor Families” project in Shandong Province and the inauguration ceremony of the host hospital were held in the auditorium of the Xinxing Building of Qilu Hospital of Shandong University. Qilu Hospital became the only designated medical unit for the project in Shandong Province. As of July 28, 2011, Operation Rebirth Fund has sponsored and cured 19867 patients, and it has been well carried out in our hospital, Qilu Hospital of Shandong University, benefiting nearly 2,000 patients.
The Department of Stomatology of our hospital is the department of both Operation Rebirth and Smile Train, which has provided assistance to a large number of cleft lip and palate patients in recent years, and about 500 patients are discharged from the hospital every year. In August this year, our department moved to the 13th floor of the new ward building and expanded to 53 beds, among which the cleft lip and palate ward will get about 16 beds, and a cleft lip and palate treatment center will be established in the near future.
