Is a high blood pressure of 100 and a low of 70 normal?

A blood pressure of 100mmHg systolic and 70mmHg diastolic is the normal range.
In the resting state, the normal range of blood pressure of human body is 90~120mmHg systolic pressure and 60~80mmHg diastolic pressure, if the systolic blood pressure <90mmHg or diastolic blood pressure is less than 60mmHg, then it is known as low blood pressure. If the systolic blood pressure is maintained between 120~139mmHg or the diastolic blood pressure is maintained between 80~90mmHg, this interval is considered as normal high value blood pressure. If the systolic blood pressure is >140mmHg and/or the diastolic blood pressure is >90mmHg, it is known as high blood pressure.
It is important to note that mood swings or strenuous exercise can cause blood pressure to rise, so strenuous exercise or mood swings should be avoided before measuring blood pressure. If the blood pressure is abnormal when measured for three consecutive days at rest, prompt medical attention is recommended.
