Why is the cure rate of malignant tumors in China so low?

According to statistics, in 2010, there were 3.09 million new cases of malignant tumors in China, and 1.96 million people died from tumors in that year, accounting for 27% of all deaths and becoming the number one cause of death. The cure rate of tumor in China is much lower than that in the United States, why is it so? Is it because the level of treatment of tumor in China is that bad?
