Customs has always been based on risk assessment and intelligence analysis, in accordance with the relevant laws of Hong Kong at the various entry and exit control points, the passengers, cargo, means of transport and parcels for customs clearance, spot checks to intercept contraband and controlled items illegally into and out of Hong Kong. Since surgical masks are not prohibited and controlled items, the Customs and Excise Department does not prevent the legal import of surgical masks into Hong Kong.
