“Congenital” means present before or at birth. Specifically, it refers to a cardiovascular-related condition that is present at birth as a result of structural abnormalities of the heart and large blood vessels. It is a cardiovascular malformation that results from abnormal or impaired development of the cardiovascular system during fetal life and from the failure of tissues that should degenerate after birth.
