Is a fasting blood sugar of 3.8 considered hypoglycemia?

For diabetic people, a fasting blood glucose value of 3.8 mmol/L is considered hypoglycemia; for non-diabetic people, a fasting blood glucose value of 3.8 mmol/L is not considered hypoglycemia. The normal fasting blood glucose value for healthy people is 3.9~6.0mmol/L. For diabetic people, blood glucose lower than 3.9mmol/L at the time of hypoglycemia symptom should be considered as hypoglycemia; for non-diabetic people, blood glucose lower than 2.8mmol/L at the time of hypoglycemia symptom should be considered as hypoglycemia.
