Can soap used to wash wounds transmit rabies?

Soap used to wash wounds does not transmit rabies. The rabies virus has a very weak ability to survive after leaving the host, so it is impossible for the virus to stick to the soap, and even if there is a trace of virus on the soap, it will die quickly.
