Stroke, commonly known as stroke, is a disease in which cerebral blood circulation is impaired and brain tissue function and structure are damaged due to blockage or rupture of cerebral blood vessels. It is divided into two categories: ischemic stroke and hemorrhagic stroke. Because of its high incidence, high death rate, high recurrence rate and high disability rate, stroke has become a serious threat to the health of the population and is the first cause of disability in adults. According to statistics, in 2011, cerebrovascular disease ranked 3rd among the top 10 causes of death in Beijing, accounting for 21.7% of all causes of death. In order to reduce the risk of stroke, the Ministry of Health and the Chinese Medical Association set November 20 as “China Stroke Education Day” every year since 2007, with the aim of improving the ability of residents to prevent and control stroke by promoting stroke prevention and treatment and advocating a healthy lifestyle. The main risk factors for stroke are smoking, excessive alcohol consumption, obesity, hypertension, diabetes and dyslipidemia. In order to prevent stroke, the general population must pay attention to quit smoking and limit alcohol, and increase exercise in moderation; patients with hypertension should take antihypertensive drugs on time and in the right amount, and monitor blood pressure regularly to keep it at normal or relatively normal levels; patients with diabetes and dyslipidemia should control their blood sugar and lipids well. It should be said that stroke is a preventable and treatable disease, and its incidence can be reduced by controlling risk factors. In order to effectively respond to the serious health challenges posed by cerebrovascular diseases and to achieve “early prevention, early diagnosis and early treatment” of stroke, the municipal health bureau has launched the “Beijing Community Stroke Screening and Prevention and Control Project” in some communities since the second half of 2010. “The project aims to screen 100,000 residents aged 45 and above for stroke in three years from 2010 to 2012, and to provide standardized services for high-risk groups. In the two years since the project was implemented, more than 60,000 people have been screened, with 77.9% of the high-risk population containing one or more risk factors. Since 2011, the city has been providing follow-up services to the high-risk groups identified in 2010, covering more than 80% of the population. Screening and follow-up services for 2012 are currently underway as planned. In addition, Beijing is one of the six pilot provinces of the “Stroke Screening and Intervention Pilot Project”, which is a major public health project of the national health care reform, and from 2011 to March 2013, the city will also provide screening and intervention services in some streets in Haidian, Changping, Fangshan, Chaoyang and Fengtai districts. From 2011 to March 2013, the city had to screen 128,000 people at risk of stroke in some streets and communities in five districts, including Haidian, Changping, Fangshan, Chaoyang and Fengtai, and 80,000 people have already been screened. At the beginning of this year, Beijing also launched the “Great Wall of Sunshine Project 2012”, a health education campaign on stroke to control risk factors and reduce the incidence of stroke in the population.
