Is a newborn baby’s throat always rattling with phlegm or is it congenital laryngeal stridor?

Newborn babies may have a transient phenomenon of rattling in the throat. If the sound of phlegm ringing in the throat is light, infrequent, and disappears immediately after removing secretions, it may be a transient phlegm ringing and can be observed first.
