Is Zhi Mu Huang Bai clearing the deficiency fire or the actual fire?

Zhimu Huangbai can be used to clear deficiency fire. However, the specific use of medication, subject to medical advice, not self-medication.
Zhi Mu is bitter, sweet and cold in nature. It belongs to the lung, stomach and kidney meridians. It has the effects of clearing heat and fire (removing heat and fire from the body), nourishing yin and moistening dryness (nourishing yin essence and removing heat). It is mainly used in the treatment of fever and thirst, lung-heat cough, yin deficiency and dry cough, intestinal dryness and constipation. Note that this product is cold in nature and has a slippery effect on the intestines, so it should be used with caution in cases of diarrhea due to deficiency of the spleen (diarrhea caused by a weak spleen).
Phellodendron Bark is bitter in taste and cold in nature. It enters the kidney and bladder meridians. It has the efficacy of clearing heat and drying dampness (removing heat and drying dampness), diarrhea and detoxification (removing fire and toxicity in the body), and clearing deficiency heat. It is mostly used for treating damp-heat diarrhea (diarrhea caused by feeling damp-heat evil), damp-heat jaundice, eczema, and yin deficiency fever. Note that this product is bitter cold and injurious to the stomach, and is contraindicated for those with cold spleen and stomach deficiency (weak and cold spleen and stomach).
Zhi Mu (知母) and Huang Bai (黄柏) are used together to treat bone vaporization and tidal fever (a burst of heat, feeling that the heat comes from inside the bones to the outside), night sweating (abnormal sweating after going to sleep, but sweating stops after waking up), and spermatorrhea due to deficiency of kidney yin and inflammation caused by deficiency fire.
