However, tobacco control expert Zhi Xiuyi suggested that smoking cessation should not be unconditionally covered by health insurance like the treatment of other diseases, but should have a threshold, be limited to a population, and be piloted first. He believes that people who are already suffering from smoking-related diseases, such as heart attack patients, patients who have had a vascular stent or heart bypass, but still have nicotine addiction, can enjoy medical insurance to quit smoking.
