  (A) Prevention before birth
  1, the implementation of premarital health care: prenatal screening, prenatal screening of men and women preparing for marriage, sexual health, fertility and knowledge of genetic diseases; advice on marriage, childbirth and other issues and medical examination of men and women may suffer from diseases affecting marriage and childbirth, medical advice.
  2, improve pregnancy health care: health education, regular prenatal checkups; increase nutrition; prevent the occurrence of infectious diseases, etc. Avoid prenatal infections and contraindicated drugs, no contact with X-rays, chemical toxic substances, etc. Strengthen labor protection in late pregnancy to reduce preterm delivery
  (B) Prevention of perinatal period
  1.Increase the rate of hospital delivery in rural areas and strengthen the supervision of obstetricians and pediatricians during delivery.
  2.Rational use of contractions, popularization of newborn resuscitation techniques.
  3.Avoid the birth of premature and low weight babies.
  4.Prevent asphyxia and intracranial hemorrhage.
  5, prevention and control of hyperbilirubinemia.
  (C) prevention after birth
  1.Prevent the occurrence of infectious diseases.
  (1) Practice hospital delivery.
  (2) Pay attention to the protection of the newborn’s skin.
  (3) Keep the umbilicus of the newborn dry and clean.
  (4) Closely observe the waxing and waning of jaundice.
  (5) Pay attention to the observation of fontanelle.
  (6) Implement breastfeeding.
  2.Establish a file of high-risk infants, carry out neurobehavioral measurement of newborns, regular physical examination (once in 1~2 months), and do Vojta postural reflex examination at the same time.
  3, the correct treatment of lumbar puncture: lumbar puncture to extract a small amount of cerebral fluid for examination, in order to understand the nature of the disease and condition, to provide the basis for correct diagnosis and treatment, so as to reduce the occurrence of intracranial disease sequelae.
