Research shows that China’s mentally ill over 100 million

Experts interviewed analyzed that during the social transition period, the factors that trigger mental illness increase, for example, the accelerated pace of life leads to the general psychological tension in society, the confusion of values or even the disintegration of the general sense of incompetence, the psychological imbalance caused by the serious division of society, and the increase in the gap between human expectations and reality, etc., all these factors cause the number of people with mental illness in China is rising.  According to the data released by the Mental Health Center of the Chinese Center for Disease Control and Prevention in early 2009, the number of people with various types of mental illnesses in China is over 100 million, but the public awareness rate of mental illness is less than 50%, and the consultation rate is even lower. Another study shows that the number of people with serious mental illness in China has exceeded 16 million.  Worryingly, the Department of Forensic Mental Disorders of Beijing An Ding Hospital concluded from an analysis of 1,515 criminal psychiatric cases from 1984 to 1996, that of the 1,515 cases in which the criminal defendants were psychiatrically identified, 1,248 cases, or 82%, were mentally ill. The socially harmful behaviors committed by these mentally ill persons were dominated by three types of violations: infringement of the person, infringement of property, and obstruction of the order of social administration, accounting for 94.1% of the total. And if schizophrenia commits socially harmful acts, the likelihood of a personal injury incident will be above 50%. According to the China Center for Disease Control and Prevention, by the end of 2005, there were only 572 medical institutions for mental illnesses, with 132,881 psychiatric beds and 16,383 registered psychiatrists. According to this calculation, the national average density of psychiatric beds is 1.04 per 10,000 people; on average, there is only one psychiatrist per 100,000 people.  Second, China’s mental health regulations are inadequate. This affects the protection of the legitimate rights and interests of people with mental illness, including treatment, medical treatment, employment, relief, and non-discrimination. Mental illness has special characteristics different from general disabilities, and without clear legislative provisions, the various departments involved in the assistance of mental patients can only treat and handle them according to the rules for general disabilities, and it is difficult to solve the specific problems of mental patients in this situation, so legislation is urgently needed.  The current reality is that, in most cases, there is no specialized agency to monitor the behavior of serious mental patients before they cause trouble, and there is no funding for their treatment. Once a person is in trouble, the public security department will send him or her to a medical institution for psychiatric evaluation. If it is determined that the person is unable to recognize or control his or her behavior during the accident, he or she will not be held criminally responsible and will be sent home, creating a situation where the mentally ill are “unattended beforehand and unattended afterwards.
