The U.S. Department of Health and Human Services in July 2001 submitted to Congress an authoritative study shows that for more than 20 years, condoms are mainly promoted for the prevention of STDs and AIDS, in addition to AIDS and gonorrhea have a certain preventive effect, for most other STDs so far there is a lack of evidence to prove its effectiveness of the science. Therefore, China’s general propaganda “condom” can prevent STDs and AIDS, not only the lack of medical science and accuracy, but also the lack of legal basis for the implementation of the “condom” blindness can be seen. Because condom use may reduce the risk of HIV infection by 85% for high-risk behaviors, it is intuitively assumed that this is an effective measure to prevent AIDS, but the truth is not so simple, assuming there is a drug that can cure 85% of AIDS patients, this drug should be considered effective because it can save 85% of people who would otherwise die 100% of the time. At that point the 15% treatment failure rate is of secondary importance. But condom use for HIV prevention is not, because a 15% risk of failure means that 15% of otherwise healthy people will become infected with HIV while engaging in high-risk sex with condoms, and that 15% becomes a huge threat that cannot be ignored. On an individual basis, one failure is 100% complete failure. In order to mitigate the HIV epidemic, condom use is required for those who engage in high-risk behaviors, but it should not be promoted among adolescent students who are not otherwise at risk, and they should be truthfully informed about the unreliability of condoms. Especially in China, since the vast majority of people do not see AIDS patients and do not feel the direct threat of AIDS, the misinformation caused by the propaganda of “condoms” and “safe sex” has led more and more people to have a false sense of security psychologically. The misconception that “condoms” can guarantee safety has led to the expansion of high-risk sexual behavior. The 15% risk of failure is enough to expose people who have high-risk sex to a huge risk of HIV infection, and the situation of the AIDS epidemic will become even more serious. This shows that calling a condom a “safe condom” is scientifically unjustified and illegal, and even a deceptive propaganda with great harm. The use of “condoms”, which is impossible to reduce the number of people with high-risk behaviors, instead of strongly advocating for the expansion of the safety of the population of everyone to be clean, will make young people feel that sexual morality has become worthless empty preaching, and therefore no longer need to pay attention to and comply with. This is putting the cart before the horse, seriously weakening our people’s fine tradition of cleanliness and self-love, which is not only detrimental to the healthy growth of young people, but also to the control of the AIDS epidemic.
